The Bill (Reg. No.3148) regulates social relations in case of early termination of authorities of a local council deputy, provided he fails to access to or withdraws from a deputy faction.

The Committee members expressed certain remarks concerning the Bill. Thus, the Bill considers "violation of faction´s discipline, committal of actions non-compliant with the election program of a political party (bloc)" as a condition equal to the withdrawal from the faction, which results in early termination of authorities of a deputy of a local council.
